The Haryana government has developed a system for online submission of information on the crops sown by farmers on ‘Fasal-e-Soochna’ web link and verification by patwaris for the purposes of e-Girdawari.

The system has been developed to eliminate the chances of error, bring more accuracy, ensure physical presence of surveyor in the field, and to reduce the disputes in compensation distribution under the Pradhan Mantri Fasal Bima Yojana and Bhavantar Bharpayee Yojana.

This will replace the traditional method of girdawari under which patwaris prepared records of crops based on khijra (a map drawn on a piece of cloth) after visiting the fields.

Girdawari is a document, in which the patwari enters the name of owner, name of cultivator, land or khasra number, area, kind of land, cultivated and non cultivated area, source of irrigation, name of crop and its conditions, revenue and rate of revenue etc, minimum twice in a year.

Stating this on Friday, the Revenue and Disaster Management Minister, Abhimanyu, said the farmer, land owner or cultivator, just after sowing the crop, would on his own or through nearby Common Services Center (CSC) or Atal Sewa Kendra (ASK), login to the e-DISHA portal, extract details of land from the Web HALRIS system, and enter details of the crops sown, on provisional basis, along with details of the land owner.

He will also submit details or copy of Aadhaar Card, copy of one bank account and mobile number. Farmers would not have to pay any service charge to Village Level Entrepreneur (VLE) for this data entry. The CSC or ASK would be paid Rs Five per Khewat entry by the state government, he added.

Abhimanyu said at the time of Khasra Girdawari, the Halqa Patwari would visit every field and record his inputs. In case of vacant khasra or land, the patwari would enter vacant. In case the farmer’s entry is found to be incorrect, the patwari would verify and accept.

In case of mismatch, the patwari would select not agree option, and record his own report in the girdawari in case of e-girdawari. In other cases, the data would be given to patwari and he would take the data into account while recording girdawari.

The Revenue Department has sent the case to the Finance Department to make a provision of Rs 100 lakh for reimbursement to CSC-SPV (VLEs of ASK/CSCs) for data entry.

The minister said the software application would be released in public domain and to the CSCs and ASKs for implementation.
